■ 남북 유엔 동시가입 35년, 나란히 세운 깃발을 기억합니다
1991년 9월 17일, 제46차 유엔총회는 대한민국과 북한의 가입안을 표결 없이 통과시켰습니다. 그날 뉴욕 유엔본부 앞 광장에는 태극기와 인공기가 나란히 올랐습니다. 오늘로 35년입니다.
대한민국이 유엔 문을 처음 두드린 것은 1949년 1월입니다. 42년이 걸렸습니다. 그 나라가 지난해에는 대통령이 안전보장이사회 의장으로서 공개토의를 주재했습니다. 문 밖에서 기다리던 나라가 이제 규범을 만드는 자리에 앉았습니다.
그날 남북 대표는 각각의 수락 연설에서, 따로 들어왔지만 화해와 협력으로 함께 나아가자는 뜻을 밝혔습니다. 석 달 뒤 남북기본합의서가 채택됐습니다. 35년 전 남과 북이 세계 앞에서 스스로 한 약속은 대결이 아니라 공존이었고, 그 지향점에는 평화통일이 있었습니다.
동시가입이 남긴 것은 되돌릴 수 없는 사실 하나입니다. 남과 북은 각각 유엔 회원국이며, 회원국은 헌장에 따라 분쟁을 평화적 수단으로 해결할 의무를 집니다.
정부는 지난 2월 「한반도 평화공존 정책」을 발표했고, 이재명 대통령은 광복절 경축사에서 오래된 전쟁을 끝내기 위한 당사자 간 논의를 시작하자고 제안했습니다.
35년 전 두 깃발은 나란히 올랐습니다. 더불어민주당은 그 약속이 다음 세대에게 빈말로 남지 않도록, 남북이 대화와 교류의 문을 여는 길을 국회에서 열어가겠습니다.
■ Thirty-Five Years Since the Two Koreas Joined the UN: Remembering the Flags Raised Side by Side
On September 17, 1991, the 46th UN General Assembly approved the applications of the Republic of Korea and North Korea without a vote. That day, at UN Headquarters in New York, the flags of the two Koreas were raised side by side. Thirty-five years have passed.
Korea first knocked on the door of the United Nations in January 1949. It took forty-two years. Last year, the President of that same country chaired an open debate at the UN Security Council. A nation that once waited outside the door now sits where the rules are written.
In their acceptance speeches that day, the representatives of the two Koreas each expressed the hope that, though they had entered separately, they would move forward together through reconciliation and cooperation. Three months later, the Inter-Korean Basic Agreement was adopted. The promise the two Koreas made before the world thirty-five years ago was one of coexistence, not confrontation — and the horizon it pointed toward was peaceful unification.
What the dual accession left behind is a single fact that cannot be undone. South and North are each members of the United Nations, and members are bound by the Charter to settle disputes by peaceful means.
In February, the government announced its Policy for Peaceful Coexistence on the Korean Peninsula, and in his Liberation Day address President Lee Jae Myung proposed that the parties concerned begin talks to bring an end to the long war.
Thirty-five years ago, two flags rose side by side. The Democratic Party of Korea will work in the National Assembly to open the way for dialogue and exchange between South and North, so that promise does not pass to the next generation as an empty word.
