■ '뤼미에르 파트너십', 대한민국이 세계 영화의 미래를 함께 설계합니다

이재명 대통령이 현지시간 7일 프랑스 생폴드방스에서 마크롱 대통령과 함께 '뤼미에르 파트너십'의 출범을 알렸습니다. 대한민국이 제안하고 프랑스가 호응한 이 약속은 2027년부터 5년간 양국이 각각 5억 유로, 모두 10억 유로를 영화·영상산업에 투자하고 공동제작을 확대하는 내용입니다.

'뤼미에르'는 영화를 발명한 프랑스 형제의 이름입니다. 130여 년 전 그들이 연 문으로 들어가 배우던 나라가, 이제 그 미래를 설계하는 공동의장 자리에 섰습니다. 세계가 인정한 K-콘텐츠의 성장이 만들어낸 새로운 한·불 협력입니다.

그러나 과제도 분명합니다. 코로나19 이후 극장 관객과 영화 제작이 위축됐습니다. 르몽드 역시 한국 영화의 창의성과 세계적 영향력을 평가하면서 산업이 처한 위기를 짚었습니다.

'뤼미에르 선언'은 영화와 영상의 공공적 가치를 확인하고, 극장의 미래와 AI 시대의 창작·지식재산권, 영상교육 등 15개 원칙을 제시했습니다. 세계적 성공에 안주하지 않고 창작 생태계의 지속가능성을 함께 고민한다는 점에서 의미가 큽니다.

오늘 파리에서 이어질 한·불 정상회담은 그 여정의 다음 걸음입니다. 더불어민주당은 문화에서 시작된 한·불 간 신뢰가 AI와 첨단산업, 경제와 안보 협력으로 이어지고 국민의 삶과 창작자의 기회로 돌아오도록 국회에서 든든하게 뒷받침하겠습니다.

The Lumière Partnership: Korea Joins in Designing the Future of Global Cinema

On September 7, in Saint-Paul-de-Vence, President Lee Jae-myung and President Emmanuel Macron announced the launch of the Lumière Partnership. Proposed by the Republic of Korea and embraced by France, the agreement commits each country to invest 500 million euros — one billion euros in total — in the film and audiovisual industry over five years beginning in 2027, and to expand co-investment and co-production.

"Lumière" is the name of the French brothers who invented cinema. A country that once entered through the door they opened now sits as co-chair of the effort to design its future. This is a new chapter in Korea–France cooperation, made possible by the growth of K-content that the world has come to recognize.

The challenges, however, are clear. Since COVID-19, theater attendance and film production have contracted. Le Monde, too, while acknowledging the creativity and global reach of Korean cinema, pointed to the crisis facing the industry.

The Lumière Declaration affirmed the public value of film and audiovisual works, setting out fifteen principles spanning the future of the cinema experience, creation and intellectual property in the age of AI, and audiovisual education. Its significance lies in refusing to rest on global success and in taking up together the question of how creative ecosystems can be sustained.

Today's Korea–France summit in Paris is the next step on this journey. The Democratic Party of Korea will offer steadfast support in the National Assembly, so that the trust born of culture extends to AI and advanced industries, to economic and security cooperation, and returns to the lives of our people and the opportunities of our creators.
